So Phoenix is a little weird. We live in a desert and yet people water lawn that are never used, shade structures are scarse, and I’m pretty sure there are more public water fountains in Rome, a city built several thousand years ago. You think Phoenix, a city not even 200 years old would be well stocked. Why is this?
